Linking coresuite time/service calls and billing

We are trying to invoice for service calls that our employees work on after they create a service call and record time against it.
We have setup our resources and costs in the coresuite time module. When they record billable time, and I run the billing wizard, all the invoice amounts come up as $0. How can we show the $0 for the service calls on our invoices?
