Authorizations on time recording screen (Journal)

The time recording screen consists of 4 tabs:
1. Weekly view
2. Detailed view
3. Working Hours
4. Journal
 
In tab 1/3 it's possible to filter the available resources by setting the authorizations. In screen 4 however, there is no filter on the available resources en therefore every is able to change everyone's time entries.
 
Is this done by purpose or is it a bug? Or do I make a mistake?

Tab 1-3 were employee specific, the tab 4 is for reporting purposes. There is no authorization mechanism implemented. If there is a problem that employees can analyze the efforts of their colleagues as well, there would be a way though coresuite customize to deactivate the last tab.
