How to Add or View the 'Time Accounts'

Hi all,
I want to add a new time accounts with mouse right-click add row or clicking on the icoon Add on the toolbar or pressing 'CTRL-A' but doesn't work...
Anybody know how to add?

The shortcut is Ctrl+I.
