In workforce Managment: Ability to assign a new Service Call before full SAP B1 sync

Once a Service call has been created in workforce management it cannot be assigned to a technician before it is fully sync with SAP B1 (until the call gets its CallID).

This is an issue for the planner that need to wait 2-3 minutes per call to be able to complete the assignment.

We need ability to assign and release a call as soon as it is created. It doesn't matter after that if the system blocks it or wait 2-3 minutes to let it go the mobile device until fully synched with SAP B1.
